If it isn't already pinned (notice the thumbtack in the upper left corner) you can pop it up with the right mouse button anywhere over the root window.
Hold down the right button to pop up the various submenus with different programs and applications.
For example, the Information menu looks like this:
When you get to the application you want, just let go.
